As long as the steerer is at or above the top stem bolt it’s good. This looks perfectly fine.

Unless you are incredible hulk, this should be just fine,, especially as the top clamping bolt is below the fork tube edge, correct?

Not really. I tried riding like this and experienced clicking noises at the top bolt while hauling on the bars. I moved the plug higher slightly and no more clicking. The clamping forces were also more even.
Also took a bit of sandpaper to smooth the sharp edges of the stem near the bolts.
Honestly if you need that many spacers, just flip the stem up and have the stem lower on the steerer tube. For peace of mind.

My steerer tube is even shorter than that and i’ve been running it with no issues for over a year.
