It’s none of what you are saying. It’s because the cassette is too close to the end of the axle.
Now why? Maybe the cassette is loose, spacer behind the cassette that shouldn’t be there, wrong width cassette for the hub, a spacer on that side of the hub is missing, broken axle… Hard to say. But it’s not an adjustment like you mention.
So what do you do? Take the wheel off and inspect and figure out what’s wrong and correct it. If you can’t figure it out, take it to a shop.
Also, your chain needs serious attention. It looks dry as a bone and rusty.

If this is a setup that used to work, you’re probably missing an endcap off the hub. The frame shouldn’t be so close to the cassette.
