Pushing down with force does nothing, I’ve tried a lot. Same with holding the Allen key at an angle.
The bushing is spinning rather than the screw in the bushing loosening. How can I go about removal?

Ignore my camera. Sorry about the shakes and noise.
Take the dust cover off the outside of the clutch. If memory serves, it’s two small screws, a tab, and a piece of double sided tape. That will give you access to the head of the other side of that bolt. You can then hold it place with wrench (I think it’s Torx) while you loosen the bolt.
The dust cover isn’t needed, it’s really just for looks. I don’t bother using it on my derailleurs.
