I think your options include:
– put it in the bin
– spend too much money getting it professionally repaired
– cut it up and turn it into the top of a tall-bike

Looks like some tried to make it a SS and want to find a magic gear ratio and failed so that filed it instead

Sadly on this the solution is to buy a new frame. It can be repaired but the cost of doing so would be more than it would cost to replace it
