Two small holes/dents in rim, normal, balancing, or damage?

Hi,

I noticed two small opposite marks/holes in the rim of my front wheel (2016 Bulls Puls 3 RS, 29").

At first I thought it might be the rim joint, but the actual rim seam is almost exactly opposite the valve hole, so this seems to be something else.

Could this be:

• a normal manufacturing feature,
• some kind of balancing mark,
• or a sign of damage?

Has anyone seen this before? Thanks.
