Half your rim is a crack and you wonder if its fixable?
Unless you know how to lace and true a wheel, get an entire wheel already built together. Cost factor.. depends on where you live, but in EU you can get an adequate starter wheel for around ~80-100 bucks.
You also might wanna check out the tire clearance between the chainstays. Unless the contact from the tire to the frame comes from the bent rim.
