Hi I’ve build my bike up from a frame set. Everything torqued correctly, I have even added a shim above the c ring but the noise is still there. Any ideas would be appreciated.

Just take your fork off. We know much less than you do, you built it. If you build it, you can take it apart and fix it. I’m not sure what the point of this post is. There’s literally nothing anybody can help you with. You built this bike, not us. 🤷🏼♂️

What type of compression plug are you using and is it tight…? Almost sounds like the compression plug is bouncing around in there under the top cap.
It sounds like you left a screw in there. Could be hitting the cables too.
Cables hitting the downtube near the headset? That’s a thing, for which they sell foam sleeves
