I had this setup (see pic #1) on my old bike where I had the original Garmin out-front mount where I connected my Garmin Edge 530 on top and the Garmin Varia UT800 light on the bottom using the Quarter-turn adapter (see pic #2).
I have since bought a new bike which has integrated handlebars which are thick and not a round tube so the out-front mount doesn't fit anymore because for integrated you need a mount that protrudes from underneath.
I have bought two of them trying to mimic my same setup and in both the Garmin Edge 530 mounts on top no problems, but I can't seem to get the light how I want it. I'm not too mechanically inclined so maybe I'm missing something:

^^^ in the Rockbros I can't seem to mount the light underneath as there is nothing like what the Quarter-turn needs to attach to (see pic #3 for what the out-front Garmin I had has)

^^^ in the Cestbon I can't even use the Quarter-turn because it already comes with the 3-prongs built-in to the mount but theres no way to create friction and have the light fixed at a specific angle and it just dangles.
What am I missing? Have I just bought the wrong things and need to buy something else? I would greatly appreciate the help. Thanks!

The 3 prongs are generally called GoPro or action camera mounts.
Technically, tightening the screw should create friction but whatever works for action cameras doesn’t seem to work for lights, because I have a computer-on-top-light-on-bottom setup too and the light is very loose.
Not familiar with the Garmin light. I do have cheap headlights from Amazon that attach to the bottom of Garmin mount, using the GoPro attachment. You can buy this attachment separately. But might as well get this mount when buying the headlight.

I do not know if this works with Garmin Varia UT800 light.
Your light has a built in friction mount. That fits in the gopro mount, you just need to tighten it until the friction makes the light stay in place without any movement, even when the frame vibrates over rough terrain. I’m using a similar mount with a Wahoo Ace and a Blinder 900, and the aluminium mount keeps everything in place securely. Check your manual for step 9 of the Installing the outfront mount, it’s the exact same process, but you’d be mounting the light to the (Amazon) mount, not the Garmin quarter-turn adapter.
You need a male quarter turn adapter to mount to the bottom of the computer mount. I know Framesandgear sell them but could probably find cheaper on Amazon too.
Yeah this sucks. I had the same issue. I can’t find anyone that sells a bottom Garmin male bracket at that isn’t 90 degrees off. I gave up and made it permanently attached to the bike with the go pro fitting and charge on the bike. I hate it, but after ordering adapter after adapter, I gave up.
I think you need to take the female garmin off the light and change it to a GoPro to male adapter.
