I'm trying to get this tyre installed and cannot seem to get past this last section. As the bead on one side goes in the other comes off ! what am I doing wrong ?
If you’ve put the already mounted one bead in the center and it’s still difficult, then it is just one of those tires.
Use tire levers. A zip tie to hold the tire in the rim if you have one, some tire levers clip onto the rim to keep the tire in.

That doesn’t look too bad. You need to get more slack in the tire. The bead of the tire needs to be in the centre of the rim where it’s deepest and not at the edge – start opposite where you are and pinch the beads together and work that all the way round. It doesn’t sound like a lot but that few mm adds up and should then allow you to get the final part over.
Gloves help for that too – but I’m not a fan of levers for fitting tires and they shouldn’t be necessary.

Sometimes it helps to push the valve stem into the tire. Or, start opposite the valve.

I just discovered these tire levers that have a tab on the side to hold them upright in the rim and prevent the the other side from sliding off. Genius! One of those and a Kool-Stop tire bead jack should be enough to install most tires. Here’s a link to the levers –
Bead is each side of the tire that actually sits on the rim.
With yoyr hungs press the aide of tire that is installed torwards the middle of the rim. In the middle of rims have a curve or canal, that curve os practicay a slightly smaller diameter circle so the tire willhave more slack if pushed there. Might need to redo in between the next steps.
Place the wheel on the ground with the side not yet inserted, torwards you.
Use a tire lever (1) on one side of the uninserted portion and if you can lock it in place with your foot or knee. (Not always easy but helps as a general direction).
Then use two more tire levers on the other side of the uninserted portion.
One lever (2) fully than hold with a hand or other foot and use the other lever (3) a few cm further. Hold (3) in place, remove (2) continue.
During the process check that (1), held by your kneed/foot doesn’t leave it’s place so that the tire doesn’t exit from the one side.

It looks like an old wheel, maybe it is a 597 or 599 and your tire is a 590?
