I wouldn’t touch tubular tires now that tubeless clincher are common. It’s not just a convenience thing, but I trust modern braking surfaces way more.
And I certainly wouldn’t bother with 20 year old ones.
Old wheels are getting cheaper, but also more rare. I bought a set of Zipp Firecrest 404s [clinchers] for my remaining disk road bike for $450. If you have 10 speed/QR, get something worth owning.
