I wouldn’t say so! If you can’t plug it, try a tire boot/patch a good 1/2in around the hole. Just patched a similar puncture on my tire this way.

Patch from the inside with some car tire patches. I’ve done that to some super low mileage tires I put a nail through the tread like that and kept running them without problems until a few thousand miles later when I wore the tire out. Can’t patch a sidewall but a tread is easy to patch.

I would use flexible super glue and a tire patch on the inside (I use Restrap ones but there are cheaper options). I wouldn’t bother using plugs on it given you’re not at the roadside and already have the tire off

Put a ‘boot’ patch in it. You can use a regular tube patch, or cut one from an old inner tube. Just be sure to really clean the area before gluing.

I patched a G-One RX Pro that I couldn’t plug when it punctured. It was a Hutchinson RepAir patch which unfortunately seem to no longer be made. That patch lasted the rest of the life of the tire (6-7 months and ~2000 miles).

I would boot it and get some more miles out of it, but I’d get a new tire before race day or a big enough ride that you’re depending on it.
