I can see the fabric on the part where the tire touches the rim, should I replace it? It's less than one year old, what causes this kind of wear? Also another cut in which I can see the fabric on the sidewall.

I’d ride it, as long as that sidewall tear is ok from inside the tire.
Stick a patch on the inside of the tear and fill it with the stuff that the patch kit comes with. Will just reinforce it until you can buy a new one or feel like buying a new one.
It’s not urgent but when u have money and your wife isn’t looking order a new one
