I’d have to see it in person to know for sure, but in general I’m not scared of dents on steel frames. Steel tends to fail slowly and predictably.

No big deal on a steel tube. With steel, the biggest concerns are rust and broken welds. Even then, it’s safe to weld a fix! Minor dimples and dents are really only a concern in high-stress areas like a fork crown.
