My girlfriends bike is an SE Everyday. Been farting around with her brakes because she complains that she has to squeeze very hard on the lever to stop. I noticed that where the rim meets it catches, and its uneven. Wheels are expensive and shes not at the level yet where its worth dumping the money into a wheel set.
Is this a safety concern?

Pretty common issue for a pinned rim, which isn’t uncommon on complete bikes of any type (BMX, road, MTB, etc).
Better quality ones are welded, made from stronger alloys and will have eyelets for the nipples to be seated in/against. All those things cost money to manufacture and spec, hence why your cheap(er) bike has cheap(er) parts.
I’d recommend upgrading brake pads to something like the Odyssey clear ones to both improve braking power and to prolong the life of the black braking surface on your rim.
It’s a pinned rim, the two ends of the hoop are mated together with pins running through one side into the other. They’re cheaper and they don’t hold up as good but it shouldn’t be a concern if you’re not doing tricks on them.

Could get some clear brake pads for a bit better stopping
