That is a dent and break in the carbon so they are not good to use.
For example, if you go over a bump or rough road with this handlebar you’re risking structural failure which could snap the bar completely off and now you have a very pointy and very sharp piece of carbon fiber.
Sharp and pointy does not go well with riding bikes
