My wheel has these little bulges. The big one fell off on its own (Photo 2-3). It appeared and disappeared in a day (Photo 2-3). Can the rim explode? I'd be grateful if anyone knows. The wheelset is like 19 years old

Transference. Pieces of rim material picked up by the brakexpads and the deposited back onto the rim undrr heavy braking. Judging by the gouging of the rim, it’s happening a lot.

Wheel rims have a wear indicator,if you can’t find it it means the rim needs replacing .yours look like they needed to be replaced a long time ago .
Brake pads go hard as rocks after about 12 to 18 months and should be replaced otherwise they will damage the rim .
Catastrophic failure of the rim is on the menu if you continue to ride with old brake pads and worn out rims 😁.

I use a 1″ flat grind stone or hand held dremel stone to gently rub them down. You don’t need to try and get them all the way flat, just enough to not screw up your braking.
See if your pads have embedded aluminium. Your pads might be hardened up and shaving your rims.
