I think you need to be pedalling
Are you pushing the lever all the way ?
Front derailleurs have a trim shift which is intended to be used to stop and chain/ cage rub.
Did you screw in the limit screws all the way which Is preventing the derailleur to move?
Broken cable in the shifter ?
