Looks too tight both right and left. Can you get a 5mm hex key in there? That’s minimum clearance.

Depends how into frame damage you are.
To my eye you could get away with a tire .2″ smaller quite readily.

I’ve been riding MTB through some heavy terrain on 2.4″ wide tyres with 3-4 mm clearance which is far below recommend. From my experience I would never go down below what I’m riding now. I would also not recommend 3-4 mm for anyone who cares about scratching the frame. There is absolutely no clearance in the picture.
