There’s a few ways, the stem cap will need replacing though. Tap in an Allen’s key that’s larger.
Same approach with a screw driver.
Try with the clamping bolts loose turning the bars counterclockwise and holding the wheel to stop it turning, hopefully loosening the fork top cap in the process.
Edit- saw the second picture first and thought it was the man top cap that was a struggle to loosen.

You could try a Dremmel or hacksaw to cut a slot into the head of the bolt and use a flathead screwdriver to get it out.

Both bolts still look decent. Maybe using a cheap or wrong size hex key. (Allen is a brand name. Hex key is the proper name)
Anyways, it’s going to be a 6mm hex key. If a known good 6mm still spins, hammer a 1/4″ hex key in and that should do it. I always kept a 1/4″ on hand when going to skate parks for this reason. Someone always had a stripped out head from using cheap tools.

Go and get fresh bolts from the hardware store, tighten the underside with the fresh bolt, that could take pressure off the back of the top bolt head making it easier to extract. Dont listen to them lol. Squeeze the stembox together with a c clamp and it’ll take the pressure off the bolt then just unscrew it
Next time just replace cap, no need to remove stem
Be sure on the new bolts you have the correct Allen key, you may have been using an imperial Allen key on a metric bolt.
