
Replacing some ancient Shimano pads with some Kool Stop pads, but if I orient them the right direction, they touch the inside of the fork legs when not engaged. While I still need to adjust them to move in further (and not touch), does it seem okay that the pads are within the plane of the fork legs?

Can you drop the wheel out while the tire is inflated? If so I wouldn’t worry about it. If not you have to balance the hassle of deflating a tire whenever you remove he wheel against issues that may come from flipping the pads around the “wrong” way (sanding off the raised heel and maybe slightly harder to adjust, maybe more brake squeal)
your wheel is off center. way off center. its got about 1/2 cm gap on the drive side and about 2 cm gap on the non drive side
reset the axle into the dropouts.
Of course, your wheel could be bent or out of dish.
