To me it looks like an Electra TownieGo. The frame and blurred headtube badge look like an Electra and the downtube logo looks faked to me.
It’s definitely got some weird stuff going on. Disk brakes, but a quill stem.

They covered the logo with a fake brand. Even the Electra fork decal is covered with a half assed color match gaffing tape.
