What's the purpose of this piece, do I need to use it? I'm building a seaboard cx07 (no fully internal routed cables) just the gear and brake cables partially going through the handlebar and back out.

What's the purpose of this piece, do I need to use it? I'm building a seaboard cx07 (no fully internal routed cables) just the gear and brake cables partially going through the handlebar and back out.

You will still need it. It is a pressing ring and vital to the headset.
The bottom half is wedge shaped to fit snug into the top race of the cartridge bearing.
Be sure to line up the short pin under the lowest spacer to ensure a proper fit.
