Hi, looking to get into road cycling with this older bike I have. Wanting to replace / get rid of the rust on all the critical parts and change the handles to racing ones but not sure if it’s just better off to buy another one from marketplace.
Not looking for anything superfast or technical, probably will just use it for something like zwift sessions. Advice greatly appreciated.

I would restore this bike by building all new grupo. Brakes included.
I would recommend not going drop bar. Not only does it add much more $$$ to the service, but the frame will handle like shit since it appears to be a hybrid and /or comfort type of frame.
Working on this bike as is can be a fun learning experience, and sticking to the original bars and sticking with hybrid level components is more budget friendly.
You’d be surprised how zippy a bike like this can be just as is.
