I definitely wouldn’t let any kids ride that.

Kids bikes are built by chaos, any work on them just releases the chaos

I’ve seen some kids bikes that let you rotate the pedals 90 degrees with a spring loaded sleeve and detent like that. You can rotate the pedals out of the way to use it as a balance bike and then rotate them back when your child is ready to pedal.
That’s my guess of what is going on here.

That bike looks extremely heavy, I suggest you weigh it, weigh your kid and then consider if you could handle a bike that weight that proportion of your body weight.
My kid was struggling with a hand me down from a cousin, I weighed it and it was 50% his body weight. Got him a vitus nippy (£45 under 2 kg) and he was fine.
Unless you intend for it to be a long term balance bike removing the entire drive train is ott.

It’s a one piece crank and bottom bracket. You can find a removal walkthrough on YouTube.
Edit: Oops looks more like it’s about that little cap for mounting pedals. Maybe it’s rusted on? Can you just cut it off with a hacksaw? Replace with a new crank later if you want to.
