My immediate impression would be to take the wheel to a bike shop with a truing stand and tools.

  2. Difficult to tell from the photos, but is the axle sitting in the frame properly? Set the bike on it’s wheels, loosen the quick release, push down and the wheel should sit square.
If he has removed any spacers or nuts for the axle, he should have put them back in the right order.

Are you also willing to elaborate more on why your brother disassembled his wheel in the first place?

Not sure what you mean by “took his wheel apart”, which is critical. If you mean he took the wheel off the bike, did something like replace a tube or tire and put it back in, it’s just seated incorrectly, presuming that it wasn’t messed up before.

If by “took the wheel apart” you mean he somehow messed with spoke tension in any way and you’re sure the axle is seated correctly in the frame, the wheel dish needs to be adjusted.

  5. No QR skewers there, so loosen the nuts off the axle, with the chain running thru the rear derailleur and pulled down / back, get the cassette into the chain and let the rear derailleur guide the wheel back into the dropouts.

  6. Bad pictures even worse description.
can’t tell if seated or anything else really.

What did wheel parts he take apart ?

Take better pictures of dropouts on both sides.
