I'm asking about experiences with a shop recommending at-home carbon repairs, not whether I can keep riding this so hopefully this doesn't violate community rules.

I have personally never heard of a shop doing this until now but I had a rock kick up and hit my down tube on my mountain bike and take out a chunk 5 or 6 layers deep and about 5mms wide. I took it to my local bike shop owned by the brand bike I have and they recommended I go to a hardware store and buy a $25 bottle of epoxy, fill the hole with that, and just throw ride wrap on it afterwards. I've never in my life heard of using epoxy like that to repair carbon fiber damage on a frame and I wanted to know if anybody else has done something like that, if that's even a thing. I'm not sure if this is a great cost-effective solution from my shop or if it's time to find a new shop.

I’ve used regular epoxy adhesive for cosmetic/minor repairs.
Your frame won’t be unsafe because of the damage, but leaving it exposed allows moisture in and may lead to problems. For this type of damage, I’d agree with your bike shop – there’s no need to go to a carbon specialist.
