Hey! This mounting is secure enough for small loads but often proves to be inconvenient down the road when you want to adjust the seat height or if you ever take it to a bike shop (it is usually policy to put bikes in the stand by clamping the seat post). If you are looking for future convenience maybe bend the stays and run them through the seat post collar (black quick release below where you mounted now)

It does not appear that the bottom is able to mount to the rack mounting points on the frame near the rear dropout?

There are seat clamps with extra threaded holes for racks
Should be okay as-is but those of clamps can fail. Does rack look like it’s able to have a strut in the center of the rack? If so, I’d lead it to the the rear brake or the seatpost clamp. If not, I’d grab a seatpost collar with integrated rack mount points. Or use two of those clamps, one on each seat stay.

Looks like it’s mounted in the right spots. I can’t comment on your torquing
