I can't seem to ID this model caliper and thus can't figure out how to adjust it. Handle squeezes all the way in without pads hitting rotor but definitely moving. Can I adjust or just replace due to age?
I’m assuming the caliper is hydraulic. If so, then bleed it.

Is it similar to bleeding brakes on a vehicle? Can you ID which is the bleeder valve?

The brake lever should have the model number on it. Looks like an Avid DB3. You will need a SRAM compatible brake bleed kit.
If these are old and the seals are bad / swollen you might just be better off replacing them completely.

The levers from this brake set are notorious for failing with the symptoms you’ve described.
Congrats! You got almost a decade more use out of them than most people did. Time to move on.
