Is the circle in the first picture remains of what was a integrated chain stay tensioner? It looks like it has been broken internally. Maybe cross threaded inside or something causing internal stress.
The signs of wear on the dropout show that the rear wheel has been over tightened quite a lot, likely causing to the dropout to bend and the chain tensioner which is inside the dropout is causing a counter force against the bend putting stress at a small area causing the crack.
It’s not something you see often to be fair.

Find someone who’s good at welding .Have them weld it and then stress relieve it with heat .

It’s fine. It’s a little stress fracture from over tightening the wheel. Dropouts with integrated chain tensioners are weaker in those places because they’re hollow.
The fracture is nowhere near the welds that matter. I would ride it and wouldn’t even consider repairing it.

The excessive drop out wear would concern me more what are you tightening it with a impact

I mean it’s definitely gonna keep cracking but at least it’s in a spot that isn’t a big deal and isn’t gonna harm you if it breaks all the way through, keep running it until you can’t

I’d grind it out, throw a weld on it, and call it a day.

He’ll probably grind and tack it for a tenner. (I would)
Then you are safe, it won’t crack further.
