try pb blaster
Bb blaster or Kroil. Also dry ice / heat.
I made all of the attempts listed by Sheldon Brown, and ended up cracking the seat tube.
Sometimes, it is just toast.
Can’t be stuck if it’s liquid. Time for the torch
This may sound ridiculous but if you have a jack out the frame under a strong table and the jack on top of the table but under the seat tube. Frame under table, jack above yet under seat.
