Picture is from my old wheel. I just bought some cheap elite wheels carbon on Amazon. Do I need to pack grease (at least I think it’s grease) inside the new ones as well to match the photo? And if so will regular lithium grease work?

Nope
Your old wheels appear to be cup and cone bearings which are open to the elements. I assume your new wheels have sealed bearings so there is no need to pack grease around them
