Seen this at the shop a few times already. After every mechanic took a look we figured out its the rubber cap on the axle. Try applying some silicone spray or grease.

It’s the little rubber cap on the hub. The trick is to dribble the tiniest possible amount of lube (any kind, really) where it meets the hub; a needle-tip bottle helps. Do not *spray* anything on it.
