you have it on wrong. idk how to explain it but I would watch a video and follow it exactly. you have to take the tire off completely and put the tire on again.

Kenda tyre by any chance? Had this happen before when at a cycling manufacturer, had a crate full of useless tyres that wouldn’t fit rims

This is a really, really weird way to mount a tire. You have half of one bead seated and half of the other seated?
I’ve always just entirely mounted on bead, before inserting the tube and then mounting the other side

Take the tire off and mount it so it’s all on one side. How you have it now is the reason it’s not fitting….

What are the size markings on the old tyre and the new tyre
Either that’s not a 20″ tyre or that’s not a 20″ wheel.
