I had bags like this several years ago and they were incredibly simple and reliable.
I have to buy some waterproof panniers and all of the hook systems in REI and Amazon are this ridiculously stupid plastic hook thing.
anybody know of bags that still use this system?

North St. Bags use this system https://northstbags.com/collections/bike-panniers/products/woodward-backpack-pannier

Not as waterproof as something like ortliebs but I used these for years through PNW winters and they stayed waterproof until like the 6th season of use.
For what it’s worth, the Ortlieb retention system is pretty great.
Arkel makes some with the bungee hook, not waterproof but they come with rain covers. They also make a commuter bag that doesn’t have a bottom hook at all and my wife loves it. They are also excellent.
