So basically the question. Given how sturdy it seems I'm thinking of using it to carry a trailer, but I'm wondering what it's purpose could be.
Doesn't look like a great place to put the brake piston, but it might be there to place the clams for roller and drum brakes, or maybe electric motors.

Must likely a direct mount kickstand. There are 2 common sizes that will match up with the distance between the two mounting holes
