Seems like the bike is basically brand new for its age. Possibly original tires with essentially zero mileage considering they still have the rubber from the mold split. It is very unlikely someone replaced the OE tires with OE tires; typically people upgrade or go with something better for the same price. Giant tires are pretty average tires for the price. This bike has been professionally serviced at least once due to the lack of a dork disk.
Back in the day this was probably at least $1000 and definitely a great beginner bike. Please note things have changed quite a bit especially with disk brakes. You should focus more on the size but yes this is a good deal; only if this bike fits you. Pop over to r/bikefit and get them to confirm bike fit, which is important. Make sure to include as much details as possible with a video of you test riding the bike (side view). Frame size, stem length, bar width, and your height are very handy details. This will also help to figure out any future costs with replacing any parts (handlebar, stem, seatpost) in order to fit the bike.
