Park Tool CNW-2 and hex wrench other side.
Also if you have an old 11t sprocket, you will find you can just about hold the nut with the teeth while you turn the other side with hex wrench.
nb. always clean and lightly grease the chain-ring bolts before you put them back on as they are prone to seizing up without.

Shimano TL-FC20. Similar to the Park Tools one, but it has two holes for 10 and I believe 8mm bolts. Super handy tool.

If you dont want to fork out to buy the exact tool, then spray some lube inbetween nut and bolt, leave 5 mins to penetrate, then stick a flat head in that groove to counter while you turn from the other side. Once you get past the initial bite you should be fine
