Penetrating oil might work better than WD40. Also heat and banging on it with a hammer. You need to open up microscopic gaps for the penetrating oil to get in and work.

Heat gun or blow torch the bolt and see if it’ll come off. PB blaster is a great penetrating oil. You could also get a new rear brake for probably less than buying PB blaster and a torch/heat gun.
