So I’m about to go tubeless on my new Salsa Journeyer Apex 1, which to my understanding has tubeless ready rims. Take a look at the photos, looks like a bad tape job? Is that something LBS would be willing to fix or need to go through manufacturer?

Looks more like rim “band” then tape to me.
So rims are probably TLR but you need to tape it yourself.

That doesn’t look like tubeless tape. It looks like standard rim tape, done badly, for tubes. Get some proper tubeless tape and do it yourself. It’s very easy. Plenty on utube to show you how.
Take everything off, tyres, tubes, that banded rim tape. Clean and tape the rim yourself. If you want the easiest tape job, use gorilla tape.
