The key turns about 90 degrees or slightly more but that's it. I've tried to put WD40 in the lock but hasn't done anything. Anything I can do other than try cut it off or destroy the lock somehow?
With the lock body twisted like that the locking lug is probably jammed against the end slot. Try whacking the locked end hard with a hammer several times while simultaneously attempting to turn the key.
