I bought a 1UP quick rack and curious if the red lever mechanism is 100% safe? I noticed that it’s real easy to lift, afraid it might release, possibly cause a problem, especially when carrying expensive bikes.
The second photo, what is the best way to lock the bike rack? Is there a cover or something similar to the BOLT GUARD 1up is making (does not fit Quick Rack).

Have you put a bike on the rack yet? If not, it should take a bit of pressure to release the lever when under tension. Without a bike in the rack, it’s easy to lift as there’s no tension.
The red levers just hold it in that position for storage.
The lock works just as it’s shown. That’s all they make to my knowledge.
