I can’t tell how deep the rust has gone but it recently appeared after cycling on a snowy day – despite rinsing the salt off in the shower. Is this something I can fix myself or would it be safer to take it to a professional?
Surface rust in that area will happen. You can clean it up and apply a light grease, but you really won’t stop it from happening over time.

You want to start lubing your hinges with a thick wet winter chain lube once a week it will prevent the vast majority of rust build up in your hinge joints.
