Are my friction shifters orientated correctly? Aka the shifter I have installed on the right shouldn’t be on the left side should it?
I have all gears front and rear but the first half of movement on the shifters does nothing. I have to really press hard at the end of the shifter ‘throw’ to get it into gear and by that point the shifters are about 90 degrees perpendicular to the handlebars.

If you intend your left shifter to be for your front derailleur and it’s entirely friction then yes looks correct. Sounds like the tension on the cable may be too low if you have to throw that far to get movement.
Your cable is not pulled tight enough. When the shifter is shoved back you can see the cable is slack as
The rubber lever cover is, however, for a right hand shifter.
