I had a bad tube on my tire. I took the tire off, replaced the tube, and then proceded to put both on like normal. at first it seemed seated. now when I look there’s a tiny hop. my rim has about a half mm radial wobble, about1.5 lateral. at the valve, it looks that I can see a tiny bit more bead than at the rest. of the tire. i deflated the tire, tried to push that down into the seat and then inflated. didn’t fix it. does anyone know if this is normal? and how to fix it

Loosen up the valve seating nut a lot when seating the tire, then you can tighten it back later. When the nut is tightened, the tube is pressed into the rim channel and interferes with the tire seating.
Tyre seating liquid, or very small amount of washing up liquid and water. Lube up the rim and bead.
If there is nothing touching the frame and the bike handles fine, a few mil out won’t really cause any issues.
The valve area of the tube is interfering with the tire and not allowing it to seat properly. Probably because you installed the valve nut and locked it down tight before you aired up the tire. So this is what you should do: take that valve nut off and set it aside, you won’t need it until later. Next, let all the air out of the tube and then push the valve up into the tire, this will free up space around the bead and allow the tire to fully seat on the rim. Now you can attach your pump to the valve and add air, but only add around 20-30psi for starters. The next step is to check the bead, so take off the pump and spin the tire, checking all the way around on both sides to make sure the tire is properly seated. If it checks out OK then you can finish pumping up the tire to the desired pressure. After which you can install the valve nut on the valve.
