Those are emergency vehicle sirens. All you need to do is prevent all crime, medical emergencies, and fire and rescue emergencies in your area and the sound will go away.
Also—for the other noise, if removing the tennis ball didn’t fix it—try undoing the headset a little bit, re-seating it, and re-tightening just in case it wasn’t quite straight when it was tightened last time.
