Something like t-cut for removing light paint scratches with shift anything as it takes a top layer off

Is it a Matte finish frame? Kinda looks like it, but a little hard to tell form the picture. I will never own a matte finish frame ever again. Dirt sticks to it like nothing else and is near impossible to remove. Just lots of scrubbing, sometime rubbing with my fingers would seem to accomblish more than a brush or rag. Not very helpful, but I’m still salty about it.

Water and dawn dish detergent in a spray bottle and wipe. Pedro’s Oranj Peelz is really good too.

depends on what it is. Either a good wash can do it (Car shampoo is fine), or you need degreaser / brake cleaner if it is a grease. Assuming its not a paint issue

Try to find white scotch brite, or just an old scouring pad. You want something that was kind of rough but that’s a bit worn out now. Don’t want to remove the paint. Use dish soap as your cleaner

Dawn Powerwash. If that fails…
Mr Clean Magic Eraser. Gently

Magic eraser (melamine sponge) is far and away the best I’ve found and isn’t abrasive like some other options.
That said I read recently that it releases tons of microplastics so please do your research.
