Fuji makes some decent bikes. Guessing that it is around 10-15 years old. From a quick look it might be from 2010. Pics of the other side of the bike would be better. The bike appears to be in decent shape from what I can see. Sounds like a motivated seller, offer 180.
If you do end up picking it up, swing by a bike shop and ask for a couple bar end plugs. They may give them to you, they might ask for a buck or two. In an accident the open handlebar tube can make a you core sample.
