I can’t really remember this generation of Cosmics specifically, but it’s either gonna be a pin spanner on the holes of that black cap and the cap un-threads from the hub shell, or it’s a set of 5mm hex flats on the inside of the axle spindle which you use to un-thread the axle and remove it, thus revealing spoke heads.
Straight pull spokes fit into a slotted flange in the hub. Remove the black piece and you’ll see how the spokes are connected. However, I would urge you to go to a bike shop at this point as building a wheel with straight pull spokes is not a beginner level job.
