I‘m looking for a commuter bike and a local mechanic offered me this repaired bike for €100. It has Vuelta Airline 1 wheels and the tire is Schwalbe Marathon with some wear. The seat tube has some visible rust on its outer surface.
They found it in the trash & said chains and cassettes are checked and repaired. He‘s a good friend of my friend and seems reliable, but I have to ask for your opinion. All advices welcomed! Thank you.

Where are you based? Looks like a decent option
Then a price range of 70-120eur makes sense
His other deal was Bianchi Stone Wood “28 1994, at €80… seemingly in much better condition, but also from a trash & repaired.
You could do worse. Do a test ride and see if it works for you, also test that Bianchi. I would install better brakes or at the very least change brake pads.
You can find something better… like this is fine… but even then Peugeot has better models. This will be slow and mostly uncomfortable and heavy… for $100 you could get a decent 90s rigid mountaibike and use that as a commuter.. or find an older road bike and see how far of tyres you can throw on that.
