It is a shifting pawl from inside the shifter. Your shifter will not function correctly with this missing. If pieces are falling out of your shifters, you’ll likely need to replace it.

This is part of the shifting / ratcheting mechanism on the shifter. It probably won’t work without it. Very difficult to reassemble – you should probably start hunting for a replacement shifter.
